command-R still goes to internet recovery at startup. please help. internet recovery keeps failing to re-install Monterey

I was trying to erase Hard Drive and re-install the MacOS on my macbook pro


Internet recovery keeps failing and I tried to go to 'built-in recovery mode' but even though trying 'command-R' it gives only internet recovery screen. please help ASAP
