My boyfriend deleted all my pictures from my phone and when they went to recently deleted he cleared all that out as well is there anyway I can manage to get my pictures back?’

Not unless you backed them up to a cloud service or to your computer. Otherwise they are gone for ever.

The Recently deleted album was the only safety feature.
