i need to change country region to add credit card belong to this country and apple account wont allow me can you remove this balance in order to add new credit card so i can make purchases
Buy something more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
