my phone keeps saying backups are failing because I done have enough iCloud space even though I turned off my photos and now have 2GB of free space

The size of your next backup likely exceeds the size of space available.
Settings > Apple ID > iCloud > Manage Storage > Backups > Device Name
You'll see the last backup, backup size and after a few minutes, the size of the next backup.

Well, backing up is always a good idea. You could back up to a computer instead of the cloud. Or, you can increase your cloud storage by upgrading iCloud+.
it does exceed the space i got left thanks but what do i do now? should i delete backup, make space or not backup?
if i got a new phone once i move all the data can i delete the backup on my previous phone for more space
