When I go to my apple id and "family sharing" the button to "add member" is not there. I've tried all apple id's from current family members and no one has the button. Any advice on how to add a family member? Thanks!
See the Invite people to join your family section of Set up Family Sharing - Apple Support. The family organizer should be able to add new members, assuming the family currently has less than six members.
