Multiple app limits

Hello,

I’ve set multiple app limits for my kids devices. These include an All Apps & Categories limit and then a category or app-specific limit. For example All Apps & Categories limit=2 hours and Games limit=1 hour.

As Games is a subset of All Apps & Categories, does this mean they can use their devices for 2hours in total (governed by the ‘highest level limit’) or 3 hours in total (if the limits are cumulative)?
