Move old photos to iCloud
How do I move the photos in finder to photos and iCloud? They’re showing as a JPEG

Open Photos and drag them from the Finder window and drop them into your Photos collection. Photos will synchronise with iCloud Photos, and from there with any other devices you have as part of your iCloud account and signed into that account.
