I would like to have a family member have her own apple id on her iphone 8plus, but we can't remove my apple id no matter what we've tried...what do we do??

Can you confirm that you have tried and failed to sign out of your Apple ID account on one of your devices after following the instructions in the two Apple support documents linked below:
