The Apple ID "abcdef@gmail.com" cannot be used to unlock this iPad.

I forgot my iPad's password so I formatted it. When I opened it, it has an activation lock and when I enter my apple ID and password, this phrase shows up "The Apple ID "abcdef@gmail.com" cannot be used to unlock this iPad."

I tried resetting my password multiple times and removing the iPad from my icloud directly as suggested on my internet search, but nothing seems to work.

Please help me out.
