Is this Apple Watch a new purchase, or a new-to-you purchase?

If the former, then contact the vendor.

If the latter, the seller will either have to release the lock, or provide original purchase paperwork showing the serial number, or the Watch will be useless to you,

There is nothing you can do here.

The seller will have to release the Activation Lock, or provide the purchase paperwork, or a refund, or this watch will remain useless to you.

If the seller has disappeared as often happens with these sales, then this watch will be useless and is best recycled.

Activation Lock is intended as a theft deterrent and is not easy to bypass.

We can’t help bypass it, and Apple—without proof of ownership—won’t.
