Transferring from an old ipad to a new one
I used the Apple easy transfer system, and everything seemed to be working, but now after 15 hrs most of the apps are marked as still loading

Try a long-touch (i.e., touch and hold) on any App that appears to be stuck; next select Prioritise Download. With luck, this should kick-start and complete the App installation process.
