How do I update iOS. My watch will not pair

To update your Watch, you need the latest iOS on your iPhone 11, a stable wi-fi network, ample space on the Watch, at least 50% battery on both the iPhone and the Watch, and the Watch needs to be charging.

I cannot pair my watch with my iPhone. My watch is showing a cloud, is connected to the charger, and my iPhone is using the Apple Watch app, they are right next to each other. I touch Start Pairing but nothing happens. I keep trying but now I can't even use my watch.
