How i can download an already paid App from another App Store Region?

How i can download an already paid App from another App Store Region?

Hi, i have a paid app i downloaded from UAE store in 2013. It does not show in US store. I need to re-download same app on new device. I tried changing the region in App Store but it asks for Credit Card from that region to proceed. How i can i access the paid apps in other regions and download them if i do not have that region's Credit Card?
