As Neil stated, your iPad is not capable of running iPadOS 13 or above due to the hardware not being compatible with the newer versions of iPadOS. See this Apple Support document: List of devices that are compatible with iPadOS 15.

An unit running 12.5.5 isn't capable of 13 or above.
