Safari won't download files and says disk full

Hi Everyone: I just moved to a new iMAC running Big Sur 11.6. Trying to download a file on Safari from a website I visit all the time. Getting error message "Safari can't download file not enough disk space". Obviously not true because I have a terabyte of storage and I always clear out my downloads folder.

Is there a fix for this?

First try Use Safe Mode to isolate issues with your Mac, then restart normally test.

I tried safe mode and it still says that I don't have enough disc space. I am able to download from Chrome without difficulty
