Updating People... People will finish updating when Photos is in the background.

MacBook Pro 13 Touch Bar

macOS 12.0.1

Looked through the forums, not really one fix all answer. Wish Apple would probably create an official answer and meaning with this phrase. What are your thoughts? Suggestions? Advice?

What does the in the background mean in this instance?

Photos open and minimized?

Photos open and not minimized, but other applications open?

Photos open and not minimized and just let it sit there until it is finished?

Photos not open and wait for it to be finished?

AFAICT, and it is really ambiguous, you run Photos for a while. Close it. Then turn off all power saving features and let your Mac run overnight. At some point the photoanalysisd process will kick in and do the work. It might take a couple of days.
