I cannot send or receive SMS text messages. NONE is checked on my phone and I cannot change it

Just to be sure I understand. Are you saying when you go to Settings > Messages, that the "Send as SMS" is disabled, and you cannot enable it?

Have you contacted your cellular voice provider to verify that there isn't something amiss with the SMS service for your account?
