Can I recover permanently deleted messages from icloud?

If you use messages in iCloud, no. Those are erased as soon as you delete.
If you do not use messages in iCloud, and you have a backup that contains the message, you can erase your device and set it up using the backup. You'll lose anything new since the backup was created.
