To sign in to the Apple TV app on a third party device, find the Setting (sprockets wheel icon) in menu bar along the top of the screen.
Or do you have a smart TV that is AirPlay-enabled?

Then you can AirPlay-stream from your iPhone or other Apple device with the TV app.
