Want the latest software on ipad

A first generation iPad mini isn't capable of 10 or above.

A second or third generation iPad mini isn't capable of 13 or above.

To update an unit to the latest compatible version, use a computer or the Software Update function in Settings.

Hello ~ I think you have an iPad mini 1st gen and if so it cannot be updated past current version of iOS. Take a look here:
