Safari is built into the version of iOS installed on the iDevice. Apple does not offer a standalone update to Safari.

To update Safari requires upgrading the version of iOS this iDevice Qualifies to run.

If nothing is offered from Apple - that mean this iDevice is running the latest version of iOS it Qualifies to run.
