Hi,
To share iCloud+ storage within Family Sharing, the organizer must first have an active iCloud+ storage plan.
Afterwards, the organizer can go to Settings > Name > Family Sharing > More to Share with Family > iCloud+ > Start Sharing.
Everyone within the Family will now share the allotted GB provided with the storage plan, but all data stored from each Family Member is their own; it does not merge nor can it be accessed by anyone else in the Family.
