Headphone output doesn’t work on new Mac mini

I have a new, fresh out of the box Mac mini 2018, and the headphone out is not working. The internal speaker plays audio properly, but when i select external headphone, all i hear in my earbuds is two short pops and then silence.

I have only installed 2 third party apps on this machine, Q-Lab & Waves Tracks Live. Otherwise it is factory fresh.

I've tried Apple EarPods, Sony MDR 7506's, & MDR 1000X's without success. I was simply streaming music from Apple Music using iTunes. The internal speaker, and Bluetooth work fine. The only thing that doesn't work is the headphone jack. when I select external Headphones from the menu bar, it sounds like it's trying to do something (low popping sound, like a switch being flipped) then silence.
