Deceased family member's ipad

We would like to use my deceased father-in-law's iPad. We do not want access to anything contained on it, in fact we have already restored it to factory settings. However it is requiring we sign into his iCloud account. We know the user id but not the password. How can we obtain the password and use it as though it is a new iPad?
