Why can’t i download any apps

I’m trying to download some games but it wants me to pay $12. For what do i need to pay, just to download a game?

Perhaps this game costs money? Some apps are free. Some are not. But even free apps require you to have a valid payment method tied to your account in the App Store and iTunes Store.
