Am deleting all info from my old iPHone to send back to Verizon. Once deletion is complete, does old phone start up as a new phone with “set-up” and all my info has been securely erased?
Remove also the iPhone from your account. Sign to your Apple ID account page:

Sidebar-> click Devices.
Then click the old iPhone -> click Remove from account.

Force restart the phone:
The operative word here is QUICKLY; and try it a couple of times, the timing is a little tricky.
If it displays the new user (“Hello”) screen the phone reset succeeded.
Question? To both of y’all.. I was transferring off IP8plus to IP13promax and everything went fine until I went to delete info and reset the I8. It locked up until it went dead. Any ideas?
