Why is my iPhone silencing calls?

Iphone is

not muted
volume all the way up
side switch not muted
do not disturb is off
allow calls from EVERYONE is selected
silence options on either "always" or "while iphone is locked" will STILL NOT ALERT OF CALLS OR TEXT WHEN IPHONE IS LOCKED. I tried all other threads, there are no working answers, some were not answered

please help

Somethings to check:

Is

Settings > Phone > Silence Unknown Callers: OFF?
Settings > Phone > Notifications > Lock Screen/Notification Centre/Banners and Sounds selected?
Settings > Sounds & Haptics > Ringtone > is your ringtone working?

I was hoping one of those would help, thought maybe the notification one. Rechecked to be sure, all correct
