Reset your SMC and your NVRAM:
Sometimes changes (i.e. Installations) are made to the system and then settings (i.e. USB Ports) become corrupted, technically. So, reset both on your Mac. So, reset the SMC and reset the NVRAM or PRAM. It might take three tries. to fix this. So, be certain you have the time to do so.

What errors arise when you try to boot the USB device?
Possibly obvious question: is whatever being booted from USB supported on the MacBook Pro circa 2012?
Are the other Macs involved here newer or older?
All devices, or does this problematic Mac correctly boot from other USB devices?
thanks for the advice. I reset the smc, nvram/pram at least three times
and still no luck booting form the usb stick. after the MB boots it
recognizes the USB as the Catalina install disk.
It does not give any error messages

Create an ew installer, and try using it on this Mac.
