I updated my laptop to macOS Monterey and now all of my PDFs open as individual files instead of as tabs in the preview. It's very frustrating, and when I go to system preferences I already have my tab preference set to 'always.'

This is a known issue with Preview on Monterey. It is ignoring the Preferences General tabs setting. After you open those individual PDFs, visit the Window menu and choose Merge All Windows. That will put each PDF into its own tab.
