iCloud photos sync doesn't work

I took photos on my iPhone a few days ago. They are still not showing up in my photos library on my Macbook Pro. New albums I created don't show up either. The 'Photos' application says "Updated Just Now" but it's a lie, because if I load my iCloud library in a web browser, the photos and albums are there. Wifi works. Everything works. Settings are correct. Why is iCloud sync such an unreliable piece of crap on MacOS?

Shall I presume you are suggesting that I use photos stream?

There is no option to turn on photos stream in Photos on my Mac.

Even if it worked, they are reduced resolution images.

What I need is for iCloud to sync properly like it should. What am I paying this monthly fee for??

Yes I saw those already. You posted them up above. And the last one is broken.

Which part am I supposed to see, exactly? Did you actually read any of my responses?

Like I said, all my settings are correct and Photo Stream isn't available (and obsolete)
