Apple Watch
If I buy an Apple Watch on my plan for somebody else can they use it with there iPhone . Cause I already got one for mines on my plan too. Just need to know how it works or will it work to connect with there phone ?

If it is a GPS-only watch, then there should the no problem.
However, there might be problems if it is a GPS+Cellular watch. Make sure that your friend has an eligible cellular service plan with a supported carrier. His iPhone and Apple Watch must use the same carrier, and he must be within his carrier's network when he sets up cellular on his watch.
