To add - does this issue appear when booting into Safe Mode ?

Safe mode may help you resolve or isolate problems that you’re having with your Mac.

When you start up in safe mode, your Mac prevents some software, such as startup items, from loading, and it performs a check of your startup disk. Your Mac may take longer to start up because of the check.

First try launching Safari with the Shift key held down create a new, test library.  Import some photos and test to see if the same problem persists. Does it? This tells us if the problem is limited to your current library or is more wide spread.

Next, log into another/new basic admin user account, Set up users, guests, and groups on Mac and see if the problem persists. This tells us if the problem is limited to your user account or is system wide.

Run the application with Full Disc Access ( Security & Privacy - Full Disc Access ).

It will take a Snap Shot -  both the hardware and software.

Any Third Party Applications that will interfere with the normal operation of the OS, alter, modify, remove or delete or attempt to do so is an invitation for disaster and may require a Reinstallation of the OS.

This will include CMM or any other Disc Cleaner.

The The Built in Security  is all that is required.

Try holding down the SHIFT key while you click the Safari dock icon. Hopefully that should allow Safari to start. Then go to Safari menu -> History -> Reopen All Windows from Last Session to get back to where you were. Unfortunately this must be done every time you restart Safari, at least until Apple fixes the Safari crashing bug.
