IMAC stuck on "loading photos"

I turn on my iMac, it gets stuck on "loading photos". I've restarted it but it doesn't change it. Any thoughts? Thanks.

iMac 27″, macOS 10.14

Please try restarting in Safe Mode per Safe Mode Reset and then restart normally. Please let us know the outcome.

Thank you. I tried restarting it many times with the shift key pressed, it won't give me the screen to open in safe mode.

Use a wired keyboard if yours is wireless and continue holding down the Shift key until it starts up, this can take up to 10 minutes.
