cant install macOS Monterey

I can download it but it wont pop up the window to install the OS

I cannot get Mac OS to install after clearing the HD My Mac was running slow and having issues so I attempted to erase the HD and do a factory reset. Now it will not upload Mac OS (it is offering Sierra which is older than what I had before). How can I fix this?

If you downloaded the full installer it will be sitting in your Applications folder "Install macOS Monterey.app"

You can launch from there like any other application.
