How to set up screen time for adults in family sharing
How do I set up screen time for other family members that are “adults” I.e. over 13 years old through Family Sharing if I am the organizer?

You imply that the "adults" are not. Children will not show as adults. You should log into their accounts at appleid.apple.com and verify the birthdates.
