Do you have an Apple Card credit card or are you talking about the Apple Cash option? What exactly are you doing when attempting to use? If it’s the credit card contact them to make sure there isn’t an issue with your account. Otherwise make sure everything with your Apple Cash account is ok. Go into settings and wallet & Apple Pay and see if everything looks right.
