One of our watches will randomly call emergency services. Has anyone else experienced this, and if so is it a software issue, or is it just this watch?

It sounds like somehow your watch's side button is inadvertently being pressed and held down. See the 'How to call emergency services on your Apple Watch' section in:

Make sure you have a good fit on the watch and maybe try cleaning it.
