I can't download apps on my apple tv 3rd generation. I don't have app store on my apple tv

That is correct. The App Store was introduced with the 4th generation. You will need to get a newer model if you want to install apps.

The 3rd generation model has just the pre-configured server-loaded ‘apps’. Users can’t add to that.
