No. All Apple requires is the power cord.
Keep the keyboard and mouse as spares for your new Mac.
Someone at Apple told you wrong.
Please see the link in the post above from user Jack-19. It’s in black and white with zero mention of returning the keyboard and mouse.
No packing slip for return to Apple was sent in box
I read in another topic that it should be under the address label on the box that you received.
If it isn't contact Apple via the number at the bottom of this page.
