how do i report my device as stolen if its not appearing on 'Find my device'

hi, my device was stole but i cant find it on find my device. can i block this device to not be used by anyone else ?

iPhone 11 Pro, iOS 15

Only by asking your wireless carrier to stop it from being used on their network. For general reporting, contact your local police department.
