I can't update or restore my iphone xs

I have signed into itunes on my mac and PC and still get 4013 error code.

My iphone is in an apple logo booting loop.

what else can I try?

If you see error 9, 4005, 4013, or 4014 when you restore your iPhone, iPad, or iPod touch
