The first question is Whether Face-ID has previously worked and now failed, or are you trying to setup Face ID for the first time? These are 2 completely different things and the advice would be different.
Face Recognition worked Prior to the update yesterday October 16th. Oh yes, my device is an iPone 11 Pro
