Perform Two Things:

A. Start with a Restart:

Restart your iPhone, and see if it then is fixed.

1. Go to: Settings
2. Tap: General
3. Tap: Reset
4. Tap: Reset Home Screen Layout

I might start by saving the document to files and see if the behavior continues. It looks as if you are opening the pdf from the yahoo mail app. That could indicate a 3rd party app issue. If it opens in the files app, yahoo will have to update.

What application are you attempting to use to open said PDF. When you attempt to open them, what happens? Are you presented an error message or prompt. Screenshots would be incredibly helpful to point you in the right direction.
