Since version 15.0.0, 15.0.1, 15.0.2 release and so on with the subsequent with any new release it will be impossible to be updated by iPad device if not correct software update process bug.

Happens a lot with iPad Pros. I had it with iPad Pro 12.9″ (WiFi + Cellular) Gen2 – neither iPadOS 15.0.1 or 15.0.2 could be installed.

Workaround: insert a SIM card (even with mobile data off), works instantly. If you have a non-cellular version, try disabling code lock - it's also reported as a workaround.

Apple apparently has no quality assurance anymore...
