Sim not supported

Im Giving my old iPhone to a friend and she is using a different network provider so gets the error message sim not supported. I have tried to get an unlock code off my provider as we think it’s locked to them but they are saying it’s not locked as if it was when my friend puts her sim in it would ask for an unlock code. Anyone had this issue and how did you sort .
