Can I buy Apple Watch with cellular at USA and he will work in Israel? Or there is another model specific for Israel?

No. The cellular radio in the US model watch is NOT compatible with non-US cellular providers.

Buy a watch from an authorized retailer in Israel if that's where you intend to use it.
