Location Restrictions:
iCloud Storage isn't available to everyone out there. So, it may be based on your location.
Contact Apple Support:
Seems you need to contact Apple Support, asking to speak with an Apple Store Rep. These are user-to-user forums. No one here has access to your account information (an that is a good thing BTW).

- Contact Us - Choose Locations
- Proceed from there as necessary
