Your Network is not up to the task for some reason...

In General—

Disable any VPN or Proxy servers you are using

Uninstall all third party apps that are Cleaners/Optimizers/Anti-Virus

Power Cycle your router

Get closer to your router

Use an Ethernet connection

Get on a differnt Network if your download speed is suspect
