I can’t set up my Apple Watch as it has an activation lock on it and I’ve tried to unlock it but it says the Apple ID cannot be found so I’ve gotten another phone and created a new Apple ID so I’m just wondering how I can get the activation lock off my watch so i can connect it to my new phone

You can ask apple to remove the activation lock online on this page;

Or this;
If you can't remember/gain access to the apple id that paired the watch to the phone.Take the watch and it's receipt along with some photo id and any other proof of ownership to an Apple Store and request that they remove the Activation Lock for you.
