Why my phone keep saying that my account is disabled?

You will need to contact Apple Support. See instructions in: If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support


or if it is your Apple ID disabled, see: If your Apple ID is locked or disabled - Apple Support
